Not trying to be argumentative, but after that Psalm was written, Jesus Himself could utter the phrase "When the Spirit of Truth comes..." in John 16:13. There are a lot of things He said would happen when His Spirit comes, and to those things which I do not yet see happening in my life, I believe I could stand to again be filled with His Spirit (Eph 5:18ff) and sing psalms and hymns and spiritual songs. Even though He has come, I don't think it's wrong to express our longing for Him with the word "Come!" Even though He's everywhere, James expresses that if we draw near to God, He will draw near to us. :-)<br /><br />I like psalms, too. Check out psalmsofascent.com and you can download some that we put to music if you like.
